ОБЩИНСКА СЕСИЯ - МЕСЕЦ АПРИЛ

Днес, 27.04.2016 г./сряда/, от 09.30 часа, в зала №1 на общината се проведе редовната сесия на общинския съвет. Без възражения бе приет годишния отчет на общинската болница. При отчета за дейността на „Медицински център” ЕООД Средец, общинския съветник д-р Танчев зададе два въпроса – за наличието на достатъчно специалисти и потребителските такси. Относно специалистите, ръководителят на центъра д-р Георгиев отговори, че правят всичко възможно за да осигурят необходимите специалисти, но ограниченията по трудов договор/не повече от два/ затруднява засега нещата.Въпреки всичко ръководителят потвърди, че решение ще се намери. За плащането на потребителските такси от гражданите ще бъде закупен необходимия софтуер и таксите ще се плащат на регистратурата. Това ще освободи личните лекари да се занимават с тази дейност и ще подобри самата отчетност в медицинския център. Приет бе и отчета на „БКС” ЕООД. Съветниците препоръчаха на директора инж.Николов, независимо от това, че в голямата си част ,оборудването, техниката и персонала са в общинското предприятие, поради годишната загуба от 5 000 лв. да намерят начини за оптимизиране и подобряване на работата си.

Няколко общински жилища бяха продадени на наемателите си, като от общинската администрация се аргументираха с факта, че така ще се опазят от кражби, посегателства и некоректни наемни отношения. Продължи продажбата на общински земи, като се забеляза, че само един съветник гласува против тези точки. Точка 14 от дневния ред – за даване на разрешение за директно излъчване на сесиите от телевизия „СКАТ+” не получи одобрение, независимо от аргументите за по-добра информираност и прозрачност пред населението. Със 7-за и 10-против, точката бе отхвърлена. Сесията завърши с питане на общинския съветник Гърков относно ремонта и подръжката на дигите по реките като изказа опасения, че има разрушени такива, които създават опасност за населението. Първо кмета, а след това и секретаря потвърдиха, че са направили необходимото за да уведомят компетентните органи и сега сме в списъка на чакащите за отпускане на средства, заедно с още доста общини.

Пиша настоящото с цел запознаване на колегите общински съветници, които не са били в предходния мандат, както и към гражданите, проявяващи интерес към темата! Общински съвет-Средец е принципал/ръководен орган/ на три дружества, регистрирани като самостоятелни такива, макар и управляващи и ползващи общинска собственост и имущество! Това са Общинската болница/МБАЛ-Средец/, Медицински център-Средец и БКС-Средец/ това не е ОП-„Чистота и благоустройство“/. За първите две структури през мандата 2011-2015г., ОС-Средец успя да наложи практиката на редовното годишно дофинансиране/субсидиране/ с цел да не се допусне изпадането им в несъстоятелност и последващо закриване, предвид голямото им социално значение за нашите град и община! Похвално е, поне доколкото ми е известно, че тази практика е продължена от колегите в настоящия съвет при гласуването на Бюджет-2016г. Относно БКС-Средец там нещата са по-различни! Фактически са налице две дублиращи се структури ОП-„Чистота и благоустройство“ и БКС, като второто е със силно- занижена численост и нарушена структура в смисъл, че административния персонал е в пъти повече спрямо производствения, ако все още има такъв. То се издържа преимуществено от наеми от имущество, общинска собственост, а най-абсурдното в случая е че, основния дял от тези наеми се плащат от Общината! Мотивите на предния Общински съвет да не пристъпи към ликвидация на дружеството бяха основно два. Към края на 2013г., когато бе разглеждан проблема голям брой работници и служители на БКС бяха в предпенсионна възраст и им оставаха месеци до около година време. На второ място бе поет ангажимент от директора/и към момента същия/ да не се допуска реализиране на загуби и даже да се оздрави дружеството до края на мандата, респективно края на 2015г. Относно проблема за заплатите бих казал само, че няма лошо те да са високи, стига да са оправдани! Относно проблема за преките телевизионни предавания на сесиите, моето мнение е, че такива е редно да има с цел прозрачност пред обществото, а и тогава пряко в ефир, не би могло да се правят манипулации! Що се отнася до това, коя да е телевизията, нека оставим това на преценката на колегите в настоящия съвет!
